Hearing on the request of Brian Zant, agent for Alan and Carol Koch, to consider Project 14-1746-ARB for final review of a proposal to remodel an existing 1,743 square foot single family residence and construct additions totaling 650 square feet.† Total square footage for the residence and its attached two-car garage would increase from 2,443 square feet to 3,093 square feet.† The property is a 12,632 square foot parcel zoned Single Family Residential (6-R-1) and shown as APN 004-041-032 located at 1151 Church Lane.
Hearing on the request of Gordon Statler, agent for Terry and Lynda Krausgrill, to consider Project 14-1747-CDP for final review of a proposal to demolish an existing 1,251 square foot single family dwelling and attached accessory structure and replace it with a new two-story 1,944 square foot single family dwelling with attached two-car garage.† The property is a 4,860 square foot parcel zoned Single Family Residential (4-R-1) and shown as APN 003-242-017 located at 4640 Ninth Street.
Hearing on the request of Dylan Chappell Architects, agent/architect for Susan and Bruce Bornhurst, to consider Project 14-1738-ARB for final review of a proposal to construct a new 745 square foot second floor addition to an existing 1,904 square foot single family residence. †A 445 square foot portion of the existing residence would be remodeled and a 54 square foot addition added to the ground floor.† The property is a 0.24 acre parcel zoned Single Family Residential (6-R-1) and shown as APN 003-340-015 located at 5566 Retorno Drive.
Hearing on the request of Roger Van Wert, agent for Normanís Nursery, Inc., to consider Project 14-1733-DP/CDP for continued preliminary review of a proposal to demolish an existing private tennis court on an essentially vacant parcel and to construct a two-story, four-unit condominium project.† The proposal includes four three-bedroom units of approximately 2,300 square feet each (including garage).† The maximum building height would be approximately 28 feet six inches from finished grade.† Vehicular and pedestrian access would be provided off of Carpinteria Avenue.† The project includes minor grading, drainage improvements, underground utility connections, perimeter site walls, new permeable hardscape and new site landscaping.† The property is a 13,616 square foot parcel zoned Commercial Planned Development with a Residential Overly (CPD/R) and shown as APN: 003-210-030, located at 4295 Carpinteria Avenue.
Hearing on the request of Ken Marshall, agent for Steadfast Assisted Living of Carpinteria, to consider Project 15-1752-CUP/CDP for preliminary review of a proposal to convert a 51,539 square foot two-story office building into a 76-bed licensed Residential Care Facility for the Elderly (R.C.F.E).†† A porte cochere will be added, reducing the number of parking stalls from 187 to 176. The proposal also includes a new trellis and minor landscape changes.† The property is a 4.1-acre parcel zoned Commercial Planned Development (CPD) and shown as APN: 001-070-066, located at 5464 Carpinteria Avenue.

Hearing on the request of Matt Roberts, Director of Parks and Recreation for the City of Carpinteria, to consider Project 15-1760-CUP/CDP for preliminary review of a proposal to construct the trailhead and a portion of the Rincon Trail within the Cityís jurisdiction connecting the east end of Carpinteria Avenue to Rincon Beach County Park.† The trailhead would be developed with 17 public parking spaces, solar powered LED lights, a rest area with three picnic tables and a water filling station.† New landscaping would include native trees and shrubs.† Approximately 650 lineal feet of the 12-foot wide shared-use pedestrian and bicycle trail would be constructed within the Cityís jurisdiction.††
